If the relatives happen to be very close and financially not very sound, couples can consider inviting such relatives at their cost. Well to do relatives, depending upon their convenience and budget, will decide to attend or not.
Close relatives do expect that free accommodation and food is provided by the couples when they are invited for a destination wedding. In 2010 when we had to attend a wedding in Kerala, we were provided free accommodation in the function hall itself. As the toilets were not up to the mark, we decided to stay in a hotel at our cost and participated in the wedding. The 2nd AC train fare from Hyderabad to Kerala and back was also borne by us only.
I can’t agree with a now-deleted answer that advocates trying to pressure people to attend a “destination wedding” rather than just the local reception. A wedding is primarily for the couple getting married, and it’s unreasonable to expect your guests to spend significant money and meager vacation time on attending your wedding. If it’s important to have lots of people at your wedding, then have it at home. If it’s important to you to have your wedding at a destination which is expensive and/or logistically difficult to get to, then I think the couple should elope, or the bride and groom should have a very small group of closest family and friends go with them. Even in the latter case, I think a destination wedding is only appropriate if the couple is confident that family and friends can afford to, and would want to, attend a wedding at the destination.
